Abstract

As artificial intelligence reshapes industries at unprecedented speed, organizations face a structural challenge: moving beyond isolated AI initiatives toward coherent, enterprise-wide strategic transformation. This paper introduces the AI Transformation Index (ATI), a strategic diagnostic and orchestration framework designed not merely to assess AI maturity, but to guide organizations in constructing AI-centered strategies in volatile and cognitively accelerated environments.

Grounded in dynamic capabilities theory (Teece, 2007), learning organization principles (Senge, 1990), and contemporary Responsible AI governance frameworks, the ATI conceptualizes AI transformation as a continuous process of sensing technological shifts, seizing strategic opportunities, and transforming organizational structures. The model is structured around three interdependent pillars; Value Generation, Reinvention Capacity, and Governance & Responsibility, operationalized through ten organizational dimensions that integrate economic performance, customer-centric AI deployment, operational automation, cultural alignment, talent reconfiguration, ecosystem positioning, technological architecture, data-driven management, and ethical governance.

Methodologically, the ATI combines structured qualitative inquiry with a five-level maturity scale, enabling organizations to convert interpretive assessments into quantifiable strategic intelligence. Beyond benchmarking, the ATI functions as a strategic compass: it reveals structural gaps, aligns leadership perception with operational reality, prioritizes capability development, and supports longitudinal transformation roadmaps. By converting qualitative organizational narratives into weighted maturity scores, the ATI bridges interpretive diagnosis and evidence-based decision-making.

By framing AI adoption as an organizational reconfiguration challenge rather than a technological upgrade, the ATI contributes to the strategic management literature and offers executives a practical architecture for navigating AI-induced cognitive transformation.

Rather than treating AI as a technological layer, the ATI frames AI transformation as an organizational reconfiguration process that demands cultural alignment, capability renewal, and structural redesign. The framework contributes to the literature by integrating strategic management theory with applied AI governance, offering a replicable, auditable, and scalable maturity model for firms navigating the generative AI era.
