AEGIS: A Comprehensive Framework for Ethical AI Governance, Security, and AGI Containment

The rapid advancement of Artificial Intelligence (AI) has outpaced the development of governance structures capable of ensuring its safe, ethical, and equitable deployment. Existing frameworks — including the EU AI Act, NIST AI Risk Management Framework, and the Bletchley Declaration — address important dimensions of AI risk, yet remain fragmented, voluntary in enforcement, and structurally inadequate for the emerging challenges of agentic AI, deceptive alignment, and the potential emergence of Artificial General Intelligence (AGI).

This paper introduces AEGIS (AI Ethics, Governance & Integrity Shield), a comprehensive, unified governance framework structured around seven interlocking pillars: Identity & Registration, Ethics & Alignment, Security & Anti-Hacking, Monitoring & Surveillance, Access Control, Legal & Enforcement, and AGI Containment.

Key contributions include: (1) the CORE-ID cryptographic identity system for all AI systems; (2) the RICE-based AlignmentProof certification using validated benchmarks; (3) a 5-layer SHIELD security architecture addressing all eleven OWASP LLM attack vectors; (4) the PATCHWORK containment protocol for emergent multi-agent AGI; (5) ChipLock hardware-embedded governance; and (6) a tiered global enforcement structure anchored by an independent APEX Council.

The framework is evaluated against existing proposals using a structured comparative analysis across fourteen governance dimensions and validated against documented real-world AI security incidents including the 2025 Anthropic state-sponsored espionage case.

AEGIS provides a deployable, research-backed blueprint for international AI governance capable of scaling from current narrow AI deployments to future AGI scenarios.
