This document establishes the foundational methodology for the Strategic Readiness Maturity Model (SRMM) for Public Libraries, a proprietary diagnostic framework developed by Melissa Legacy of Paper Street Solutions. It serves as the primary intellectual property record, methodological reference, and publication foundation for the Strategic Readiness Index (SRI).
The SRMM addresses a critical gap in library assessment practice: the distinction between operational performance and strategic readiness. Most diagnostic tools evaluate how well a library is currently performing. The SRI evaluates how prepared an institution is to anticipate, absorb, and navigate future conditions it has not yet encountered.
The framework is structured around five capability domains. The SRI produces a composite score, institutional archetype classification, and diagnostic flags including the Floor Rule and the Fragmented Maturity indicator.
This document constitutes the original, dated, and authoritative description of the SRI methodology. It is version 1.0, dated February 26, 2026, and it represents the intellectual contribution of its author to library management practice.
