Abstract
Civilization is an inherently unstable complex system, shaped by the continuous interaction of ecological, economic, demographic, infrastructural, and governance forces. This paper presents the Dynamic Civilizational Homeostasis Framework (DCHF), a universal model for adaptive governance designed to sustain long-term civilizational stability. The DCHF integrates human ethical oversight with artificial general intelligence (AGI) monitoring and a principle of bounded adaptive liberty. Stability is operationalized through measurable safe operating boundaries, while dual feedback loops — one computational, one human — work in tandem to prevent systemic collapse without suppressing productive social freedom. The paper provides theoretical formalization, illustrative real-world applications, and a cybernetic analysis to demonstrate the framework's feasibility and resilience.
