SCIENTIFIC FOUNDATIONS FOR THE COORDINATION OF ORGANIZATIONALTECHNOLOGICAL AND INFORMATION-MANAGEMENT DECISIONS IN THE SYSTEM OF IMPLEMENTATION AND RECOVERY OF CONSTRUCTION PROJECTS

Description

The implementation and recovery of construction projects take place under conditions of increasing organizational and technological complexity, resource constraints, and high environmental dynamics, which significantly intensifies the requirements for the coordination of managerial decisions. Under such conditions, a construction project should be considered as a complex adaptive system in which organizational-technological and information-management decisions form a unified control loop.

It is substantiated that the efficiency of project implementation and especially recovery is determined not by the local optimality of individual decisions, but by the level of their systemic coordination and the ability of management to adapt to changes in the project environment. An integral indicator of the project system state, a decision coordination coefficient, and a management adaptability index are proposed, providing a quantitative assessment of controllability, performance, and resilience of construction projects.

A recurrent model for the transformation of information-management decisions over time and an integral criterion for management efficiency under recovery conditions are developed. The application of structural-dynamic schemes and dashboard-based models enables the practical implementation of an integrated project management approach. The formulated provisions establish a methodological basis for adaptive management systems aimed at enhancing the resilience and controllability of construction project implementation and recovery processes.
