Administrative Discretion, Pretext Risk, and Distributed Authority A Structural Intelligence Governance Model for Military Administrative Separation Reform (V2)
Authors/Creators
Description
This paper explains how military administrative discharge decisions are made and why too much authority concentrated in one chain of command can create risks of unfair outcomes. Using my Structural Intelligence framework and Sefirot governance model, it proposes practical reforms that keep discipline intact while adding independent oversight, legal safeguards, and proportional review to protect service members from life-altering consequences driven by unchecked discretion.
