Governance Stability under Technological Acceleration

Description

This paper proposes a governance stability framework for artificial intelligence under conditions of accelerating technological transformation.

Rather than approaching AI governance primarily through technical compliance or isolated regulatory mechanisms, the framework examines the structural conditions contributing to governance instability, including acceleration asymmetry, distributed consequence structures, governance fragmentation, and recursive systemic pressure.

The paper develops four foundational governance paths:

- positioning clarity
- responsibility anchoring
- asymmetry correction
- reversibility protection

It further explores adaptive governance architectures and several early prototype directions intended to support long-term governance continuity under increasingly interconnected technological environments.

The framework is intended as a structural governance orientation rather than a finalized institutional model.
