This report analyses the strategic outcomes of IPBES12 (February 2026), highlighting the Platform’s shift from expansion to consolidation, strengthened emphasis on policy uptake and multi-level governance, and the growing convergence between biodiversity and climate agendas. It examines the implications of the newly approved Business & Biodiversity Assessment, which reframes biodiversity loss as a systemic economic issue requiring transformation of financial flows and governance structures. The report adopts a subnational and regional government perspective, assessing how IPBES decisions intersect with territorial planning, economic policy, adaptation strategies and emerging biodiversity finance mechanisms.
