Abstract:

This study provides an empirical analysis of the cabinet formation following
Bangladesh’s 13th National Parliament election in February 2026. By examining
the portfolio distribution of 25 ministers and 24 state ministers, the research assesses the structural organization of the executive branch, evaluates sectoral governance priorities, and discusses implications for political stability and
policy implementation. Findings indicate a transformation in ministerial clustering, with emphasis on economic development, institutional reform, and social welfare. The paper contributes to the literature on executive politics in parliamentary democracies, offering insights into policymaking orientation in
contemporary Bangladesh. 

Introduction:

Cabinet formation represents a key institutional moment in parliamentary
democracies, as it determines executive composition and reflects political
settlement outcomes. Following the 13th National Parliament Election in
Bangladesh in February 2026, a 25-member ministerial cabinet and 24 state
ministers were sworn in on 17 February. This paper analyzes the structure and
priorities embedded in this new cabinet configuration, exploring how portfolio
distribution reflects political strategy, institutional pressure, and governance
priorities.
