This paper examines the ontological interpretation of Maxwell’s equations in the context
of a conditionable space substrate. Maxwell’s equations are universally accepted as the
correct mathematical description of electromagnetic field behavior, yet they do not
specify the physical carrier of electromagnetic energy, momentum, and propagation. This
work demonstrates that Maxwell’s equations are fully consistent with a model in which
space itself possesses physical properties including energy storage capacity, conditioning
response, and transport behavior. Historical analysis shows that Maxwell originally
conceived of electromagnetic energy as residing within a medium. Modern vacuum
constants, including permittivity and permeability, define intrinsic response properties of
space itself. The electromagnetic energy density equation demonstrates explicitly that
energy resides within space independent of matter. Propagation velocity determined by
vacuum constants corresponds formally to wave propagation in structured media. This
paper establishes that electromagnetic field theory represents the mathematical
description of substrate conditioning rather than excluding the existence of such a
substrate. The field description and substrate interpretation are therefore complementary,
not contradictory. This reconciliation provides a coherent framework for interpreting
electromagnetic phenomena in a physically intuitive manner while preserving all
predictive success of Maxwellian theory.
