Plan for a Structural Peace and a New European Security Architecture

Description

This document presents a comprehensive three‑phase strategy for resolving the Russo‑Ukrainian conflict and establishing a new European security architecture. Building on the military framework outlined in Towards a United European Army (DOI: 10.5281/zenodo.17350350), the proposal integrates political, diplomatic, and legal mechanisms to create a stable and resilient continental order.

 

The plan introduces:  

1) a Foundational Peace Compromise based on a contextual territorial freeze, a verified Russian withdrawal, and a legally binding snap‑back mechanism;  

2) a Reinforced EU Association pathway for Ukraine under Article 49 TEU, including observer rights in EU institutions and a 100‑km Special Security Zone monitored by OSCE/EU;  

3) a New European Security Architecture built on a Complementary EU‑NATO Defence Protocol (Art. 51 UN Charter), the creation of a European Pillar of NATO, and a redefined Ukrainian constitutional neutrality.

 

The proposal offers a realistic alternative to perpetual conflict, linking peace, EU integration, and European strategic autonomy into a coherent and actionable framework.
