Description
This document defines a globally adaptable health-system architecture intended to be used as a
normative reference. Its function is to fix a small set of non-negotiable structural properties (axioms)
that any implementation must satisfy in order to be considered incentive-aligned, auditable, and
outcome-optimizing under explicit constraints.
In scope: system-level objectives, constraints, incentive alignment, auditability, benchmarkability,
and amendment protocol.
Out of scope: clinical practice guidelines, disease-specific protocols, and jurisdiction-specific legal
drafting. This text is not medical advice or legal advice.
