Abstract
Chhatrapati Shivaji Maharaj is widely recognized as a great military leader and founder of the Maratha state; however, his contribution to governance and administration holds equal relevance in contemporary times. This study examines Shivaji Maharaj’s governance principles and analyses their significance for modern Indian governance. Drawing on secondary data from historical texts, scholarly research, journals, and reputed contemporary sources, the paper adopts a qualitative and analytical approach. The study focuses on key dimensions of governance such as ethical leadership, welfare orientation, decentralization of authority, inclusive statecraft, and administrative accountability. It highlights how Shivaji Maharaj’s policies were aimed at ensuring justice, protecting subjects’ rights, supporting agriculture, and maintaining social equity. The concept of Swarajya is examined not merely as political sovereignty but as a broader vision of people-centered governance. The analysis reveals strong parallels between Shivaji Maharaj’s administrative philosophy and modern democratic governance values, including transparency, decentralised decision-making, and social justice. At the same time, the study emphasises the need for contextual interpretation, recognizing the historical limitations of direct application. The paper concludes that Shivaji Maharaj’s governance philosophy offers enduring normative guidance and remains relevant for addressing contemporary governance challenges in India.
