Abstract:
Chhatrapati Shivaji Maharaj occupies a unique position in Indian political and administrative history as a ruler who combined military brilliance with visionary governance. His establishment of Swarajya was not limited to territorial sovereignty but extended to the creation of a structured administrative system governed by ethical norms, accountability, and public welfare. Although Shivaji Maharaj did not frame a written constitution in the modern legal sense, his governance operated on well-defined constitutional principles and policy reforms. This research paper examines the constitutional spirit embedded in his administration, including the concept of Swarajya, institutional mechanisms, revenue and military reforms, judicial practices, and social policies. The study argues that Shivaji Maharaj developed an indigenous model of constitutional governance rooted in justice, decentralization, and moral authority. The paper also highlights the contemporary relevance of his policies in the context of democratic governance and public administration.
