This presentation presents a least-cost electrification assessment for Pakistan, with Sindh Province as a pilot case, using the Open-Source Spatial Electrification Tool (OnSSET). It analyzes spatial disparities in electricity access despite surplus national generation capacity and evaluates alternative pathways to achieve universal access by 2030. The study compares grid densification, grid extension, and off-grid solutions to identify economically and strategically optimal options. Results highlight that a hybrid, grid-focused strategy can both expand access and improve grid utilization. The report also emphasizes the role of data-driven planning and integration with the Central Electrification Registry (CER). Overall, it provides policy-relevant insights to support sustainable and financially viable electrification planning in Pakistan.
