Why consciousness exists at all remains one of the most persistent unresolved problems across neuroscience, philosophy, and cognitive science. While many theories describe neural correlates or functional architectures, they typically leave unanswered why subjective experience must arise rather than remain optional.
This paper proposes a structural answer grounded in Filtration Theory. It argues that consciousness is not an emergent luxury, representational add-on, or metaphysical primitive, but a necessary consequence of persistence under constraint. Any system that maintains structure must selectively filter entropy. Because filtration is necessarily imperfect, unresolved pressure accumulates as residue. Subjective experience is identified as the felt registration of unresolved filtration residue.
The paper distinguishes three graded but structurally related capacities:

Feeling: the non-symbolic registration of unresolved filtration pressure,

Awareness: real-time access to residue-bearing internal dynamics,

Reflection: symbolic integration of residue across time, giving rise to self-modelling.
This framework explains why experience is continuous, graded, personal, and historically dependent; why animals feel without reflective inquiry; why awareness degrades gradually in sleep and anaesthesia; and why higher cognitive control collapses under overload. It also clarifies classic dissociations such as blindsight and split-brain phenomena without invoking metaphysical assumptions.
The account is offered as a constraint-level explanation of necessity, not as a complete mechanistic model of neural implementation. It does not compete with existing neuroscientific theories, but instead specifies the conditions under which subjective experience, awareness, and reflection become unavoidable for systems that persist under uncertainty. The theory is explicitly falsifiable at the structural level and excludes cost-free consciousness, residue-free persistence, and purely symbolic accounts of experience.
