The article provides a scientific analysis of the specific features of the formation and functioning of regional
tourism clusters. It substantiates the effective organization of the multidisciplinary and integrated nature of the tourism
services sector through a cluster-based approach. The study highlights the importance of regional concentration, the
coordination of cooperation and competition, synergistic effects, and public–private partnership mechanisms within a
tourism cluster. It also emphasizes the need to coordinate stakeholders’ activities in the process of creating and delivering
a tourism product. Based on an analysis of international experience, regional tourism clusters are identified as an important
institutional mechanism that ensures regional economic efficiency, employment growth, and sustainable development
