D2.3 – Accelerator Methodology & Implementation Plan
Description
This document outlines the methodology, architecture, and implementation strategy for the EXCENTRIC Accelerator. Acceleration is defined here as a time-bound, evidence driven intervention that strengthens the institutional resilience of the six pilot organisations, provides a framework for strategy validation and systematically bridges the gap between existing capacity and ambition. Deliverable 2.3 details how the project moves from the diagnostic phase (D2.1 & D2.2) - which identified the ‘Phantom Zones’ and ‘Split Brains’ across the EXCENTRIC cohort - to a targeted intervention phase. ‘Split Brains’ refer to the separation of data competence from decision-making authority, while ‘Phantom Zones’ denote areas of absent or ineffective governance, together revealing organisations’ true operational bottlenecks rather than their stated ambitions. The methodology of the Accelerator shifts beyond generic digital training to provide contextual intelligence: a support system designed to fix specific organisational fractures, accelerating organisational change and the deployment of the technical pilots. This plan defines the layers of the Accelerator ecosystem (Core, Cohort, Orbit), the tailored learning paths derived from their organisational maturity data, and the monitoring framework used to measure the closure of competence gaps. Finally, the document defines a monitoring framework grounded in the ‘Red Queen’ hypothesis, rejecting static KPIs in favour of measuring the Velocity of Adaptation and the ‘Distance Travelled’ toward operational resilience. This ensures that the Accelerator does not merely produce emporary digital pilots but permanently upgrades the adaptive capacity of the participating organisations.
