Institutional Tension Field (ITF) as a Pre-Analytic Measurement Grammar (WP2.0)

This white paper introduces the Institutional Tension Field (ITF) as a pre-analytic measurement grammar for reading institutional systems. Rather than offering explanation, evaluation, or prescription, the framework specifies the conditions under which institutional signals become admissible as measurable objects.

Using the Canadian immigration system administered by Immigration, Refugees and Citizenship Canada (IRCC) as an illustrative policy interface, the paper distinguishes between baseline expectations (fiscal capacity, intake planning, and official service standards) and realized trajectories (observed processing paths, congestion, delay, and non-closure). Institutional pressure is treated as a field phenomenon, registered at administrative interfaces where fiscal mass, procedural distance, and demand interact.

The paper introduces the Institutional Tension Index (ITI™) as a time-dependent state variable that registers the intensity of institutional friction at specific interfaces. Formal expressions of institutional gravity and trajectory deviation are provided in the appendices as one admissible realization of the grammar. The contribution is not a predictive model or evaluative metric, but a measurement framework that precedes interpretation.

This framework explicitly does not attribute causality, assess legality or fairness, offer policy recommendations, or replace administrative or judicial review. It is intended to provide structural visibility into institutional dynamics by rendering pressure, deviation, and non-closure observable prior to normative analysis.
