ODISSEI Five Safes license

The following license defines a standardised set of conditions for accessing and using sensitive datasets in a Trusted Research Environment (TRE) such as SANE, according to the Five Safes principles. These datasets may include privacy-sensitive, commercially sensitive, intellectually protected data or any other data the provider classifies as sensitive. To ensure that such data can be scientifically studied responsibly, two complementary sections apply:

• The Access section specifies the requirements that must be fulfilled before access is granted.

• The Usage section outlines the rules that govern how the data may be used after access has been provided.

An individual or single organisation that makes data available via the TRE is considered the Controller. The user of the sensitive data is a natural person that is considered the Researcher.

The licence embodies the Five Safes principles (Safe People, Safe Projects, Safe Data, Safe Settings, Safe Outputs), providing a proven, transparent and consistent framework that protects both the sensitive data and the Controller. It serves as clear guidance for Controllers and Researchers and is intended to sit alongside any separate contractual agreements required by the Controller. The Controller retains ultimate control over the dataset, its access and its use.  

The ODISSEI Five Safes License is developed and maintained by the Dutch national data infrastructure for the social sciences, ODISSEI. The license is licensed under the Creative Commons Attribution – NonCommercial 4.0 International License (CC BY-NC 4.0). Anyone is free to adopt this material for non-commercial purposes, provided appropriate credit is given.
