Description

Complete operational methodology for the Warmth Engine Observatory, enabling systematic tracking of AI infrastructure coordination dynamics across geopolitical blocs through verified events and mapped coordination connections.

No existing framework systematically documents coordination dynamics at the intersection of technology deployment, geopolitical alignment, and institutional governance. This manual addresses that gap by adapting proven frameworks: Basel Committee G-SIB Methodology (2018) for systemic importance assessment, ICD 203/206 and wire service standards for event verification, Keohane (1984) for coordination definition, and Finnemore & Sikkink (1998) for norm adoption thresholds.

The methodology specifies a five-stage processing sequence: (1) Event Verification with gold-standard evidentiary requirements, (2) Significance Assessment via Keohane Pre-Filter, Basel 5-Factor, Route-Based, and PISA-5 frameworks, (3) Tier Classification across coordination scales (T1 Cross-Bloc, T2 Between-Bloc, and T3 Intra-Bloc), (4) Domain Classification across Energy/Infrastructure, Security, Technology, and Trade, and (5) Coordination Connection Mapping using a novel seven-type taxonomy with three confidence levels (CC-V, CC-E, and CC-A). Industry tags — an 11-category taxonomy adapted from GICS identifying which specific industry each event's documented provisions most directly address — provide a distinct analytical layer applied during Phase 2. Environmental Nexus Tags (ENT-1 through ENT-5) identify environmental intersections across five dimensions, with the Warmth Engine Ratio (WER) as a summary metric.

Original contributions include the seven-type Coordination Connection taxonomy (verified novel via research across 25+ platforms), the Sovereign Capability Profiles (SCP) framework with three-gate PAA designation, severance testing, and Actor Designation Framework (PAA/AIK/ACS/Participant), the T1/T2 principal actor asymmetry distinguishing actor-dependent cooperation from effect-dependent fragmentation, the bloc classification methodology with universal membership categories and two-track bloc assignment, the five-type Environmental Nexus Tag taxonomy with the Warmth Engine Ratio (WER), the T2 Impact-Demonstrated Pathway, PIET and OEP as novel Stage 2 qualification pathways, the PISA-5 significance assessment framework, the Route-Based qualification structure, Infrastructure Threads as a four-type factual material-link taxonomy, Response Bands for CC Type 5 temporal calibration, and the Reduced Verification Lag for verified product releases with mandatory maturity re-review. The methodology achieves approximately 79% external grounding with approximately 21% category creator calibration.

Version 1.5 (July 2026) introduces Infrastructure Threads as a supplementary factual-linking layer with four link types (Chapter 10), Response Bands for CC Type 5 temporal calibration (§9.4.1), Parallel Policy assessment refinements including the Criterion 1 mandatory gate with specificity sub-test, Industry Similarity formalisation of Criterion 2, and CC-A confidence ceiling (§9.3.2, §9.4.3), revised Option E with confidence tier and status designation (§3.5), the Basel 5-Factor object-of-assessment rule, F3 strategic-concentration qualifier, and entity-specific evidence requirement (§4.4), PISA-5 F2/F4 assessment object for non-regulatory events (§4.9), Framework Family parent→member direction (§9.2.1), the Distinct Actor Requirement common-control extension (§9.1.6), ENT-4 coupled gate architecture (§8.3.4), WER provisionality and n-disclosure (§8.5), a reduced verification lag for verified product releases with mandatory maturity re-review (§3.9.2, §3.15.13), and a convergent implementation evidence accommodation for Policy events with unpublished instruments (§4.11).
