Ethical Functionality Without Agency 4.1 Reference Edition
Description
This paper develops Ethical Functionality Without Agency (EFA) 4.1, a governance-oriented framework for artificial intelligence that insists on a sharp distinction between technical functionality and moral agency. Rather than treating AI as a moral or quasi-moral agent, EFA 4.1 frames AI systems as predictive tools embedded in institutional arrangements, where all normative responsibility remains with human and organizational agents.
Version 4.1 aligns Domain Classification Assessment Protocol (DCAP) with Moral Chains of Custody (Responsibility Maps), improves DCAP Rubrics, and updates tables and figures.
