Princípios Comuns na Regulação Global da Inteligência Artificial (Preprint)

Este trabalho investiga se marcos internacionais recentes de regulação da inteligência artificial convergem em um núcleo mínimo comum de princípios ou se revelam fragmentação normativa. A partir de análise comparada e de conteúdo aplicada a sete instrumentos globais e regionais, foram extraídos apenas enunciados expressamente intitulados como princípios, com padronização terminológica e agrupamento semântico por recorrência. O estudo identifica oito princípios estruturantes compartilhados, entre eles transparência, robustez, responsabilização, proteção de direitos humanos, privacidade, igualdade e supervisão humana, concluindo pela existência de convergência funcional suficiente para sustentar um núcleo principiológico comum na governança global da IA.
