CDIP v1.1 P11 (Unified) — Invariant Dictionary, Typed Comparability, Adjudication Semantics, and Reason-Code Calculus

This unified P11 specification (including the former P12 scope) provides a single source of truth for CDIP v1.1 auditability: (1) a typed invariant dictionary defining what objects may be compared and under what regimes/gauges; (2) a precise PASS/FAIL/INAD adjudication semantics compatible with the P7 final-claim pipeline; and (3) a reason-code calculus guar- anteeing minimal completeness (every inadmissibility/failure is codable) and a deterministic priority ordering.  The specification is written as a normative contract (SHALL/FAILS), directly aligned with P10 typed-transfer (gauge alignment before transfer) and intended for Zenodo-grade deposition.
