D2.1_Enhanced Safety Criteria Catalogue (SCC) for urban and secondary roads

In this report, the enhanced Safety Criteria Catalogue (SCC) for the assessment of safety on secondary and urban roads is presented, as a result of work performed within Task 2.1. Firstly, thorough literature review was performed, then interviews with partners participating in WP2, followed by the workshops with the whole consortium during GA meetings in Graz (February 2025) and Paris (September 2025). Continuous feedback from the end-users was incorporated to tailor the KPIs to the specific needs of secondary and urban road networks and implementation of digital technologies. The approach for the development of the iDriving Safety Criteria Catalogue (SCC) was to analyse the safety on roads holistically with integrated ISAD concept, as a result of an interactive system consisting of multiple components and actors involved. The main purpose of the enhanced SCC is to provide a methodology for the evaluation of digital technologies implementation and monitoring systems, such as deployed in the iDriving pilots, and to offer reference for other Vision-Zero initiatives. The SCC framework is a holistic framework, which integrates four categories, namely road users, vehicles, infrastructure, communication and traffic management, into one system. The road users category relies on the concept developed within the BASELINE project, within which eight categories of KPIs for evaluating road users safety are proposed, incl. speeding, seatbelt and child restraint use, protective equipment use, alcohol influence, mobile device distraction, vehicle safety, infrastructure, and post-crash care. For the other three categories related to the vehicles, communication and traffic management and infrastructure, KPIs are based on the relevant standards, ISAD classification system and integration of digital technologies for data collection, monitoring and communication systems. The SCC defines KPIs linked to safety criteria, for example, speed limit compliance that are implemented through one or more specific indicators (i.e., “% of road users-cars travelling within the speed limit”). Within the iDriving platform continuous inputs from different tools and monitoring systems will be incorporated and translated into KPIs (Task 5.1) for specific needs of secondary and urban road networks. The novel concept of proposed SCC KPIs is that they are tailored to the holistic approach of analysing road system and real-time data integration, AI-driven analytics, and dynamic KPI based safety evaluation and visualization, which will be demonstrated in 6 iDriving pilots. Tangible societal benefits such as the reduction of collisions, lowering of maintenance costs, and alleviation of traffic congestion are aimed to be achieved through the usage of dynamic safety KPIs.
