Paper 119 upgrades rotation readout in the governed Holosphere transport model from a 2D, magnitude-only swirl diagnostic to a 3D, axis-resolved vorticity diagnostic without expanding the claim category. The numerical contract, licensing interface, feedback toggle, and decision object are preserved from Paper 118; only the diagnostic geometry changes via a preregistered axis and a cylindrical region of interest in a 3D periodic domain. The paper is attribution-first and falsifier-driven: the proof-of-concept claim is licensed only if a feedback-ON run and a matched feedback-OFF control, identical in all other respects, separate under the operational decision object. Evidence is reported as machine-checkable receipts (KPI time series, final-state fields, and machine-readable summaries), with uniform-gate and seed-robustness coverage controls reported when executed. Limiter audits are treated as explicit constraints on claim strength rather than post hoc explanations. The result is a diagnostic stress test of feedback attribution under a more discriminating 3D axis-resolved readout.
