This research establishes a formal analytical framework for "Universal Law Engineering" (ULE), predicated on the hierarchical dominance of primordial quantum laws over the emergent classical metric of a "child universe" nested within a black hole. By synthesizing Einstein-Cartan-Sciama-Kibble (ECSK) gravity with Spacetime Torsional Resonance (STR) theory, we derive the critical conditions under which the classical vacuum can be locally invalidated. We demonstrate that the manipulation of coherent fermion spin densities enables the formation of stable Closed Timelike Curves (CTCs) and the reversal of the thermodynamic arrow of time.
