The framework demonstrates how structural context can be declared using existing operational surfaces across generation, transmission, distribution, and storage infrastructure without altering grid control, dispatch, or regulatory mechanisms.

This work supports interpretability, coherence, and proportional response within complex energy environments. It is implementation‑agnostic, non‑prescriptive, and does not introduce optimization, automation, or enforcement logic.
