INFORME SOBRE EL PROCEDIMIENTO DE TRABAJO QUE TRAGSA HA REALIZADO PARA LA EJECUCIÓN DE LOS TRABAJOS DE REMODELADO DE LA PRESA DE LODOS MINEROS EL DESCARGADOR I

El presente informe tiene como objetivo validar “El procedimiento de trabajo que empresa T. ha realizado para la ejecución de los trabajos de remodelado de la presa de lodos mineros El Descargador I”. Este estudio responde a una consulta formulada el 23 de mayo de 2025 por la empresa T. al Centro Nacional Instituto Geológico y Minero de España (CN IGME), organismo adscrito al Consejo Superior de  Investigaciones Científicas (CSIC). La consulta se refiere específicamente a las condiciones geotécnicas de los lodos mineros almacenados en la mencionada presa en el término municipal de Cartagena-La Unión, en la Comunidad Autónoma de la Región de Murcia. Este informe se enmarca en el “Proyecto de remediación ambiental de residuos mineros y emplazamientos afectados por la minería en los términos municipales de Cartagena–La Unión”, específicamente en la actuación sobre la “Presa de lodos mineros El Descargador. Forma parte del proyecto titulado “Asesoramiento en actuaciones de restauración de zonas mineras en el entorno del Mar Menor”, financiado a través del Plan de Recuperación, Transformación y Resiliencia (PRTR), dentro de la Medida C04.I03. El objetivo principal del proyecto es proporcionar asesoramiento técnico en dos líneas de actuación: (1) evaluar la estabilidad geotécnico-estructural de las instalaciones de residuos mineros abandonadas (IRMA) antes y después de su restauración, y (2) garantizar la seguridad ambiental, minimizando la emisión de contaminantes hacia el entorno, incluyendo aguas, suelos, aire y ecosistemas asociados.

The purpose of this report is to validate the ‘work procedure implemented by Company T. for the execution of the reshaping works at the El Descargador I mining tailings dam’. This study has been prepared in response to an enquiry submitted on 23 May 2025 by Company T. to the National Centre – Geological and Mining Institute of Spain (CN‑IGME), a body under the Spanish National Research Council (CSIC). The enquiry relates specifically to the geotechnical conditions of the mining tailings stored within the aforementioned dam, located in the municipal district of Cartagena–La Unión, within the Autonomous Community of the Region of Murcia.

This report forms part of the ‘Environmental Remediation Project for Mining Waste and Sites Affected by Mining in the Municipal Districts of Cartagena–La Unión’, specifically concerning the intervention at the ‘El Descargador Mining Tailings Dam’. It is included within the project entitled ‘Technical Advisory Services for the Restoration of Mining Areas in the Mar Menor Region’, funded through the Recovery, Transformation and Resilience Plan (PRTR) under Measure C04.I03.

The overarching aim of the project is to provide technical advisory support across two principal areas:

1. assessing the geotechnical–structural stability of abandoned mining waste installations (IRMAs) prior to and following restoration; and
2. ensuring environmental safety by minimising the release of contaminants into the surrounding environment, including water bodies, soils, air, and associated ecosystems
