The Importance of Welcome Bonus Value in Player Protection Initiatives: Developing a Consumer-Focused Evaluation Framework for UK Online Casino Promotions

This paper examines the promotion of online casino welcome bonuses from a consumer protection perspective within the United Kingdom regulated gambling market. Drawing upon the 2023 UK Government Gambling White Paper, regulatory guidance from the Gambling Commission, Competition and Markets Authority enforcement actions, and comparative analysis of international jurisdictions, this study identifies significant shortcomings in how bonus promotions communicate value to consumers. The paper proposes a standardised rating methodology, termed BonusRank, designed to provide transparent, comparable assessments of promotional offers. The findings demonstrate that high wagering requirements, complex terms and conditions, and inadequate disclosure practices contribute to consumer confusion and potentially harmful gambling behaviours. The research concludes that consumer-focused rating schemes represent a valuable tool for enhancing informed decision-making and supporting broader player protection objectives established under the Gambling Act 2005.
