Description
This report presents a framework for evaluating project prototypes developed by partner cities using Key Performance Indicators (KPIs). The methodology employs a two-track approach, combining a collaborative process of city-led KPI validation with a parallel, objective analysis of KPIs derived from publicly available open data. This synthesis of direct participant feedback and external data provides a holistic and reliable evaluation of the project's performance and impact, establishing a powerful model for future assessments.
