Manufacturer-Captured Arbitration and the Failure of Florida's Lemon Law Remedies: Primary Case Documents

This dataset contains sixteen primary-source documents supporting a qualitative legal analysis of Florida’s Lemon Law arbitration system in a consumer vehicle defect case involving Toyota Motor Sales, U.S.A., Inc.

The materials document the procedural trajectory of the dispute from manufacturer repair attempts and consumer complaints through state-administered lemon law arbitration, post-decision correspondence, regulatory communications, and public safety filings. Included records consist of arbitration decisions, manufacturer pleadings, arbitrator-related correspondence, agency communications with the Florida Attorney General’s Lemon Law Arbitration Program, federal consumer-protection complaints (FTC/DOJ), and vehicle safety filings with the National Highway Traffic Safety Administration (NHTSA), as well as governing arbitration rules and participation requirements.

Files are numbered to reflect procedural sequence rather than evidentiary weight. All documents are authentic records generated or received in the ordinary course of the dispute between 2023 and 2026. Personally identifying information has been redacted where appropriate to protect privacy while preserving evidentiary integrity.

The dataset is provided to support transparency, verification, and qualitative legal and policy analysis of consumer protection mechanisms, arbitration governance, and access-to-remedy structures. It accompanies an academic manuscript examining manufacturer participation in state lemon law arbitration and the implications for procedural fairness and consumer redress.
