Abstract 

A protocol for rights-aligned, platform-independent documentation and explanation of digital governance actions. STOA v1.1 introduces a three-layer interpretive architecture (Baseline Rights Layer, user-selected Context Layers, and jurisdictional overlays), a redesigned federated Context Ledger, the Rights Exception Registry (RER), and an expanded Symbolic Reasoning Engine (SRE). This preprint provides the authoritative specification for academic and civil society evaluation.
