Description

This document constitutes the official communication, dissemination, exploitation, and open governance plan of the awarded European COST Action CA24106 BEACON. It defines open governance for results driven collaboration, transparent internal communications, efficient resource allocation, and societal impact in One Health education via new technologies. The plan treats communication, dissemination, and governance as enabling infrastructure rather than auxiliary activities. It establishes a digital first, low overhead, high participation framework designed to coordinate a large scale transnational research network operating across the full EU COST area and in international collaboration. It specifies principles, procedures, and accountability mechanisms governing information flows, decision making, production and reuse of outputs, and stewardship of public resources. The document provides a practice based framework for implementing new one health curricula and educational infrastructures across governments, educational authorities, universities, schools, professional training systems, and civil society actors, under conditions of legal, linguistic, institutional, and cultural diversity. All outputs are governed under open science, open source, and open education principles, with explicit safeguards for transparency, inclusiveness, ethical conduct, and long term public value. Current draft, v.03. Open collective editing starting by mid January, links to follow in this same platform and health.int.eu.org. Deadline of adoption, end of February 2026, after continuous rounds of collaborative improvements and democratic decision making.
