Abstract

The Æther (TSTU) cosmological framework predicts environment-dependent modified
gravity with quantitative, preregistered predictions for future large-scale structure surveys.
With model parameters fixed by independent constraints (H0 tension, early structure formation, Solar System tests), the theory predicts a mild enhancement of the effective gravitational coupling in cosmic voids, µ ≃ 1.018, together with a deficit of the EG statistic at
the level of 1.09% relative to ΛCDM.
In this work, we address a foundational question: can the phenomenological eventprojection rate Γevt be derived from an action principle without altering the preregistered
cosmological predictions? We introduce an auxiliary constraint field E that renders Γevt
dynamically coupled to the scalar–tensor action. Crucially, E is constructed to be perturbatively decoupled from the linear cosmological observables tested by future surveys.
We demonstrate that, in the linear subhorizon regime, E acts as a non-propagating
constraint field with fluctuations bounded by δE ≲ 2 × 10−6
, inducing corrections δµ/µ ≲
10−7
, far below the primary signal µ − 1 ≃ 0.018. The preregistered predictions therefore
remain unchanged. This extension provides a principled theoretical foundation for Γevt while
preserving all previously published, falsifiable predictions. This work establishes Æther as
an action-based theory rather than a phenomenological model, while preserving the timeline
 of falsifiable predictions for upcoming large-scale structure surveys.
