THE LIVED EXPERIENCES OF CONTRACTUAL GOVERNMENT SERVICE FIELD WORKERS AT PHILIPPINE STATISTICS AUTHORITY

This phenomenological study explored the lived experiences of contractual government service field workers employed at the Philippine Statistics Authority (PSA). Its primary purpose was to understand how these workers navigate their employment conditions, daily field realities, and professional responsibilities as contributors to public service. Using a qualitative research design, eight contractual field workers were interviewed through semi-structured interviews to gather rich, personal accounts of their experiences. The researchers employed Colaizzi’s seven-step method to analyze the data, allowing for the systematic extraction of significant statements, formulation of meanings, clustering of themes, and the development of an exhaustive description of their lived realities. The analysis produced one emergent theme and three sub-themes that collectively illustrate both the challenges and meaningful aspects of contractual fieldwork. Findings reveal that contractual workers frequently confront job insecurity, physical and emotional strain, financial instability, and varying community responses; yet they also demonstrate resilience, adaptability, discipline, and a strong sense of duty. Supportive relationships, faith, and hope for regularization serve as major sources of motivation that sustain their continued commitment to public service. Despite structural limitations, the participants expressed fulfillment derived from contributing to national development and serving the public with integrity. The study concludes by emphasizing the need for institutional protection, improved coordination with local government units, and strategies to enhance public awareness about field operations.
