Assessment of the Economic Feasibility of Creating Subregional Territorial-Economic Systems: The Case of Administrative-Territorial Units of the Ukrainian Black Sea Region

The paper is dedicated to solving the current scientific and practical issue of creating effective mechanisms for reinforcement the economic self-sufficiency of budgets of local governments. A retrospective analysis of tax revenues to the general fund of local budgets was carried out on the case of local communities of the Black Sea subregion. Prospective subsidy indicators were calculated according to reconfigured boarders of territorial economy systems. The actual subsidy indicators were compared with the project ones. The economic efficiency was calculated, which is likely to occur in the case of a change in the approach to considering the effectiveness of economic systems. It is substantiated that the territorial configuration of economic systems requires adjustment in order to reduce the level of dependence on the state budget. However, the formation of approaches to reconfiguration requires further deeper research.
