Exact Neutrino Mass Hierarchy and PMNS Parameters via E8/K3 Spectral Map and Hopf Torsion in the UFT-F Framework

This manuscript derives the exact neutrino masses (normal hierarchy: m1 = 0.01659 eV, m2 = 0.02073 eV, m3 = 0.05000 eV; sum = 0.08732 eV), PMNS mixing angles (θ12 = 33.8°, θ23 = 49.0°, θ13 = 8.6°), and predicts Majorana nature with near-zero δ_CP from UFT-F geometry. Simplex-locked Jacobi operator and stiffness S ≈ 8.91 confirm uniqueness. Provides falsifiable targets for future experiments.
