EVALUATION OF THE PUBLIC SPORTS AND LEISURE POLICY IN CAMPO GRANDE FROM THE BENEFICIARIES' PERSPECTIVE

Despite advances in public sports and leisure policies in Brazil, challenges remain regarding the assessment of how this right is effectively realized. In this context, the central question asks to what extent public sports and leisure policies in Campo Grande, MS, materialize this right from the beneficiaries’ perspective. The objective is to analyze the evaluation of the municipal sports and leisure policy in Campo Grande. This study adopts an interpretative methodological approach with a qualitative design, using semi-structured interviews for data collection. Data were analyzed through content analysis, supported by the Voyant Tool software to identify recurring themes. A total of 33 participants were interviewed, aged between 31 and 61 years, predominantly middle-aged women attending municipal sports workshops. The findings indicate that beneficiaries reported largely positive perceptions regarding access to sport, diversity of activities, quality of classes, relationships with instructors, and benefits for physical, mental, and social health. However, limitations in infrastructure were identified, including inadequate restrooms, coverage problems, insufficient equipment, and safety concerns. It is concluded that although the workshops promote social inclusion, well-being, and engagement in physical activity, the realization of public policies depends on continuous investment in infrastructure and organization. The evaluation suggests that the sustainability and impact of sports and leisure policies require systematic monitoring, prioritization of resources, and improvements in management to ensure the full realization of the right to sport.
