This is the November 2009 issue of the International Commission on Physics Education (ICPE) newsletter. It reports on the formal agreement between IUPAP and ICTP to organize Physware workshops for physics educators in developing countries. The issue includes an obituary for E. Leonard Jossem, a pioneer in international physics education, and articles on Germany’s long-standing in-service teacher training program and two innovative Czech conferences for physics teachers.
