Based on specialized literature, international documents, and national data, it discusses the evolution of illicit networks, the economic links of human trafficking, and the need for integrated responses. The document proposes practical recommendations to strengthen cooperation, improve prevention, protection, and accountability mechanisms, and offer guidelines for their operational implementation. The incorporation of a feminist perspective is also relevant to understanding how gender inequalities shape vulnerabilities and differentiated patterns of victimization in the country.
