Regulatory Study of Landowners' Objection Rights in Certificate Blocking
Description
This study is based on the background of increasing administrative actions involving certificate blocking, a measure intended to secure legal order but often creating uncertainty for landowners. The research aims to examine how regulations govern landowners’ objection rights and assess whether existing procedures provide adequate legal protection. Using a normative juridical method, the study applies a statute approach, conceptual approach, and analytical approach supported by secondary data from legal materials, books, and journals. The findings show that although certificate blocking is legally regulated, the implementation of objection procedures remains inconsistent and lacks clear timelines and transparent notification. The study concludes that strengthening procedural clarity and harmonizing regulations are necessary to ensure legal certainty and more effective protection for landowners
