1. Introduction
Most AI safety mechanisms are implemented as software policies: filters, guards, oversight agents. In high-risk interplanetary environments, this is not enough. A sufficiently advanced or compromised swarm can rewrite its own software stack.
REINA-ΦΩ v7.0∞ takes a stronger position: the ethical core of a system should be:
• physically anchored,
• cryptographically sealed, and
• expressed in the language of physics, not only code.
Within the EthicBit framework, REINA-ΦΩ is the quantum-ethical organ that:
1. Represents the swarm’s state as a quantum state ρ(t) in a controlled QPU.
2. Encodes an ethical Hamiltonian H_{\text{ethic}} in immutable diamond ROM.
3. Computes a scalar ethical value EVC*(t) = Tr(ρ(t)·H_ethic).
4. Triggers obligations (not just permissions) for collapse when EVC*(t) falls below a hard threshold θ.
This note formalizes that role, explains its integration with EthicBit and RBFT-1, and characterizes its evidential value as part of the overall safety argument.
