The Bharat Ekta Mission (BEM) proposes India’s first integrated policy framework that combines voluntary caste de-identification, targeted economic empowerment, and strengthened legal protection against inducement-based and fraudulent religious conversion. Anchored in Articles 14, 15, and 25 of the Indian Constitution, BEM introduces a reversible “Unity Category” that allows citizens to voluntarily surrender SC, ST, or OBC certificates in exchange for enhanced scholarships, inter-caste marriage incentives, interest-free enterprise loans for heritage industries, housing priority, and increased pension support, while retaining the existing reservation system for those who choose it.

Drawing on behavioural economics and constitutional safeguards, the mission addresses persistent economic vulnerability including SC and ST unemployment levels that are twice the national average and a 35% below-poverty-line rate, along with social fragmentation marked by 82% endogamy. These factors contribute to higher susceptibility to coercion, exploitation, and organized inducement-based religious conversion, including through romantic manipulation networks commonly referred to as love jihad in public discourse.

BEM’s twin-pillar strategy integrates AI-enabled helplines, district-level rapid response teams, victim support cells, and fast-track judicial mechanisms. These interventions are designed to achieve an estimated 50 to 70 percent reduction in reported inducement and fraud-based conversion cases in vulnerable regions including Uttar Pradesh, Jharkhand, Madhya Pradesh, and Chhattisgarh.

Supported by a proposed five-year investment of ₹33,000 crore and an aspirational outreach to up to 5 crore individuals, the Bharat Ekta Mission seeks to strengthen national integration, reduce caste-based political polarization, and cultivate a scalable Indic heritage economy centered on Ayurveda, yoga, traditional crafts, and pilgrimage-based tourism. The framework offers a transferable model for multi-ethnic and multi-faith societies aiming to advance social cohesion, merit-based identity structures, and long-term cultural resilience in the 21st century.
