## Overview
This dataset contains records of urban flood events extracted from Government Work Reports for 285 prefecture-level cities in China, along with the administrative boundary data for these cities.

## Files Description

1. **Urban_Flood_Counts_2003_2022.csv**
   - Description: A structured table recording the frequency of flood events for each city per year.
   - Format: Comma-Separated Values (CSV), UTF-8 encoding.
   - Rows: 5,700 (285 cities * 20 years).
   - Columns:
     - `city`: Name of the prefecture-level city.
     - `year`: The year of the report (integer, 2003-2022).
     - `count`: The number of identified flood events in that year's Government Work Report. A value of '0' indicates no event was mentioned; values >= 1 indicate the occurrence of flood events.

2. **City_Boundaries_GPKG.zip**
   - Description: A compressed folder containing spatial boundary data for the 285 cities included in the study.
   - Format: GeoPackage (.gpkg).
   - Content: 285 individual .gpkg files.
   - Coordinate Reference System (CRS): WGS84 (EPSG:4326).
   - Note: The filenames correspond to the `city` column in the CSV file.
