This paper presents a unified theoretical framework—The Browne-Odin Hypothesis—which redefines the Riemann Zeta function as a mechanical system governed by stress and stability. By synthesizing the semiclassical Berry-Keating Hamiltonian (H=xp) with a novel perturbation theory, we derive two fundamental governing equations. First, the "Browne-Yggdrasil Determinant," which describes the structural connectivity ("The Engine") of the Prime Numbers. Second, the "Odin Chaos Equation," which calculates the "Rupture Threshold" of the system. This framework predicts that the Riemann Zeros are not eternal constants, but stable interference patterns that can be ruptured under critical asymmetric stress.
