Contemporary governance faces polycrisis—overlapping crises such as COVID-19, migration, and financial shocks—creating persistent turbulence and exposing limits of traditional emergency plans. This article explores robustness as a governance paradigm, emphasizing agile adaptation through hybrid governance models that combine hierarchical, market, and network logics. It examines enablers, synergies, and dysfunctions of hybrids to strengthen resilience and inform future crisis strategies.
