Brief description

This dataset contains the documentary and methodological database developed for the policy analysis conducted within the Marie Skłodowska-Curie research project Mig.Pro. – Migrants’ protests: How the borders of citizenship are conceived, mobilized and constructed by migrants’ farm workers protests (Grant Agreement No. 101066659).

The dataset documents the systematic screening and selection of parliamentary committee meetings concerning temporary labour migration, seasonal agricultural work and migrant workers in Canada. It covers meetings of the House of Commons Standing Committee on Citizenship and Immigration (CIMM) and the Senate Standing Committee on Social Affairs, Science and Technology (SOCI).

The database records meeting-level information, including dates, topics, institutional webpages, search criteria, and inclusion/exclusion decisions, providing a transparent record of the construction of the empirical corpus used for the qualitative policy analysis

Abstract (English)

Abstract

This dataset provides the empirical basis for a qualitative policy analysis of temporary and seasonal agricultural migration in Canada. Developed within the Mig.Pro. Marie Skłodowska-Curie research project, it systematically maps parliamentary debates concerning migrant agricultural workers and the governance of temporary labour migration.

The dataset was constructed through a three-phase screening process of 252 meetings held during the 44th Parliament, 1st Session, involving the CIMM and SOCI committees. An initial Excel matrix was developed to trace the selection process using predefined keywords and inclusion/exclusion criteria. Subsequent qualitative screening progressively narrowed the corpus to meetings directly relevant to temporary work permits and agricultural migration. The final corpus comprised 20 meetings (8 CIMM and 12 SOCI), whose transcripts were analysed line-by-line using NVivo and guided by qualitative content analysis and Situational Analysis. The dataset is deposited under embargo pending publication of the related research.
