The Network of Mission Soil Living Labs: SOILL Annual Report on Network Performance and Progress – 2025 Edition

Description

This report provides an aggregated and anonymised overview of the performance, structure, and progress of the first wave of 25 Mission Soil Living Labs established under the 2023 dedicated funding opportunities of the EU Mission “A Soil Deal for Europe”. It presents the public extract of the annual Monitoring and Evaluation (M&E) activities conducted within the SOILL-Startup project, covering the reporting period 2024–2025.

The publication compiles qualitative and quantitative insights derived from the SOILL Monitoring and Evaluation Framework, including descriptive information on Living Lab characteristics, governance and operational structures, stakeholder engagement,  openness practices, and approaches to impact and monitoring. All findings are  presented in an aggregated and anonymised form to ensure confidentiality and prevent indirect identification of individual Living Labs, while supporting transparency, learning, and accountability within the Mission Soil ecosystem. The report is intended to support strategic reflection, comparative analysis, and  knowledge exchange across the Mission Soil Living Lab network, as well as to inform  policy actors, project coordinators, and research communities engaged in soil health,  innovation, and co-creation processes at European and regional levels.

Data included in this publication are based on a two-phase M&E process. Quantitative data were collected through the SOILL self-assessment questionnaire completed by  Mission Soil Living Labs via the SOILL Hub, while qualitative data were gathered through  a structured open-ended questionnaire and subsequently reviewed by SOILL evaluators.  Evaluation results were analysed, synthesised, and curated by the SOILL-Startup  consortium to ensure consistency, methodological rigour, and comparability across

Living Labs. While a complete and non-anonymised version of the report was prepared for the Mission Secretariat (European Commission, DG AGRI) and individual feedback reports were  shared directly with each Mission Soil Living Lab, this public version presents only non sensitive, aggregated results approved for dissemination. The report complements related SOILL publications, including the Mission Soil Living Labs Catalogue 2025 (DOI: 10.5281/zenodo.17549268) and openly available descriptive datasets (DOI:  10.5281/zenodo.17713317) published on Zenodo.
