DIGITALIZATION OF PORT OPERATIONS AND ITS IMPACT ON TRADE FACILITATION AT APAPA PORTS, NIGERIA

Abstract (English)
In an increasingly interconnected global economy, digitalization of port operations is pivotal for mitigating trade barriers and enhancing efficiency in developing maritime hubs. This study explores the digitalization of port operations at Apapa Port, Nigeria—handling over 70% of the nation's seaborne trade—and its implications for trade facilitation amid persistent issues like manual processes, customs delays, and infrastructural deficits. Drawing on conceptual frameworks such as the Diffusion of Innovation Theory, Sociotechnical Systems Theory, and Technology Acceptance Model, the research addresses gaps in empirical evidence on smart port adoption in African contexts. A mixed-methods design was adopted, with quantitative data collected via stratified random sampling from a population of 267 active stakeholders (Nigerian Ports Authority database, 2025). Strata included port workers, customs officials, terminal operators, and logistics providers, yielding a sample of 160 (proportional allocation). Of 210 questionnaires distributed, 160 were valid (response rate: 76.2%), analyzed using descriptive statistics and inferential tools in SPSS. Complementary qualitative insights from semi-structured interviews (n=20) with key informants triangulated perceptions. Findings indicate high awareness of digital initiatives (e.g., 82% familiarity with customs automation and EDI systems), with digitalization significantly impacting trade facilitation: 78% of respondents reported reduced turnaround times (average 25-30% improvement) and enhanced logistics efficiency through automated cargo tracking and single-window platforms. Supply chain transparency improved by 65%, fostering smarter port operations. However, challenges persist, including digital infrastructure gaps (62%), cybersecurity risks (55%), skill shortages (71% among SMEs), and regulatory silos, which exacerbate inequities. In conclusion, digitalization serves as a double-edged sword—driving operational efficiency and global competitiveness while demanding robust institutional support. The study recommends government investment in ICT infrastructure, stakeholder training programs, policy harmonization for customs automation, and public-private partnerships to overcome barriers. These evidence-based insights contribute to sustainable trade facilitation under the African Continental Free Trade Area, offering practical guidance for Nigeria's maritime sector and similar emerging ports.
